Ahn took refugee overseas in 1907 and established Dongui-hoe in order to consolidate the ethnic Korean society in Primorskiy Krai (a.k.a. “Yeonhaeju” in Korean) and to 

lead relief efforts for those suffering hardships. Ahn actively participated in the anti-Japanese independence movement.

Ahn attempted to help save the nation with the power of the righteous army movement and raided the Japanese military camps in Korea. Ahn showed his spirit of 

loving peace by releasing the captive Japanese soldiers to cope with the public law of the world.
